PE066 RECEIVE ANY GENERAL CORRESPONDENCE Traffic Congestion Springbank The clerk advised that the Town Mayor is constantly receiving complaints from the proprietor of the Spar Shop, regarding the problem of traffic congestion in and around Springbank, including allegations that the measures `taken so far have made the problem worse, not better. The clerk referred the complaints to the Highway Safety Officer, and a reply has been received confirming that he has spoken to the proprietor of the Spar Shop on Springbank, on more than one occasion, and he has also asked for this area to be included in Traffic Warden patrols, in order to combat the problems caused by illegal parking. St. Helens Road Speeding Traffic etc. Following the complaint addressed at the last Full Council meeting, a reply has been received from Peter Scott, Highway Safety Officer, confirming that the residents of St. Helens Road will be leafleted regarding the use of parked vehicles as traffic calming etc. If this does not have the desired effect, then measures will be taken to monitor the speed of vehicles using this route. HumberFolda Invitation received for a representative to attend the launch of the Infrastructure Report. Councillor T.D. Glossop advised that the government is looking at creating a central body through which voluntary sector funding can be channelled, hence the involvement of the H.W.R.C.C. Councillor Glossop advised that he was already attending the launch, and it was therefore agreed that he should represent the Town Council, and report back on the information received. The clerk advised that she had spoken to Peter Scott, Highway Safety Officer, and he has confirmed that extensive consultation has been undertaken with the residents of Grammar School Road, and there will be very little reduction in space for on-street parking it may not be on the same side of the street as before, but it will still be available. Members therefore agreed that, provided there is no detrimental effect on the availability of on street parking for the residents who live in the terraced houses along Grammar School Road, the proposed waiting order should be received with no objections. Also received details of the proposed 20mph blanket speed restriction for the estates leading off Grammar School Road i.e. the Safe Route to School area, which includes; The Newlands Estate, Glebe Road, Central Square, East Parade, Hawthorn Avenue, Preston Drive and all of the Springbank estate. Also noted as received with no formal comment. One member abstained. PE071 CONSIDER THE REQUEST FROM THE RT HON ALUN MICHAEL MP FOR A RESPONSE TO THE GOVERNMENT CONSULTATION CLEAN NEIGHBOURHOODS. N.B. The clerk advised that three hard copies of this document have been requested but they have not yet been received. The document can also be viewed on the following Web Site:  HYPERLINK "http://www.defra.gov.uk/corporate/consult/clean-neighbourhood/index.htm" www.defra.gov.uk/corporate/consult/clean-neighbourhood/index.htm It was noted that the formal consultation date had already passed before the Town Council received this notice. However, comments received after the final date will be taken on board and used to fine tune the final results. It was agreed that the item should be deferred until the hard copies have been received and circulated. PE072 WINTER SERVICE REVIEW: Consider the initial findings of the Winter Service Review regarding the North Lincolnshire Councils Salting Regime: A general list of priority salting routes was received, and the clerk advised that she had also received notification on Monday of this week, that Geoff Popple would be addressing the Liaison Meeting for Parish and Town Councillors on Thursday evening. continued/ Regrettably, as the notices for this meeting now go direct to members, the clerk could not confirm whether the Town Council would be represented at that meeting or not! It was noted, from the general list provided, that Pedestrian Precincts are listed as low-medium priority. Members disagreed, and insisted that pedestrian precincts should definitely be High Priority. Similarly, school footways were listed as low-medium priority, which would seem to be counter productive to the efforts being made to encourage children to walk to and from school. Emergency Services are prioritised as High but there was no indication of the routes this relates to. Does this refer to areas outside the actual Police, Fire and Ambulance Stations, or the routes they used - which are obviously hard to define? It was agreed that the clerk should convey these comments to North Lincolnshire Council. PE073 HIGHWAY SAFETY BIGBY HIGH ROAD. Following completion of the new dwellings on Bigby Road, consider submission of a request to North Lincolnshire Council for the introduction of a No Waiting Traffic Regulation Order in order to protect the visibility for drivers at this location. Councillor J.E.G. Kidd advised that, when vehicles are parked on the road in front of the new Keigar Homes, visibility for drivers approaching the level crossing from that side of the road, is severely impaired, and drivers have no choice but to edge out into the middle of the road, before the can if their route is clear. In view of the fact that this route is used regularly by Heavy Goods Vehicles, Councillor Kidd expressed concern that, unless early action is taken, there could be a major accident at this location. Councillor Kidd proposed that a request should be put forward to the North Lincolnshire Council Highways Officer, for a Traffic Regulation Order preventing any on street parking in front of the new Keigar Homes on Bigby Road, and as far as the level crossing. PE074 BRIGG NORTH DEVELOPMENT BRIEF Consider representation to North Lincolnshire Council, requesting an update on progress with regard to the Brigg North Development Plan and the results of the Consultation Process. The clerk advised that it has come to her attention that the plan will be discussed at the next Springbank Residents Meeting, to which the Town Mayor has been invited. Continued/. Subsequent enquiries revealed that some public consultation on the plan could still be underway, hence the reason for discussions at this meeting. The clerk expressed concern that the plan now under discussion might differ from the original plan presented to the Town Council, and perhaps the Town Council had not been notified? Councillor T.D. Glossop proposed that the Town Council should seek assurances from North Lincolnshire Council that the consultation document remains un-changed, and requesting an update on progress with regard to the adoption of the Plan. If, for any reason, aspects of the original plan have been changed, including the proposals with regard to school transport routes, and access to the relief road, the Town Council should request the opportunity to consider and comment on those changes.
